नेपाल सरकारले १७ वर्ष पुरानो भन्सार नियमावली २०६४ लाई खारेज गर्दै नयाँ भन्सार नियमावली २०८३ कार्यान्वयनमा ल्याएको छ। भन्सार ऐन २०८२ को दफा १३० अन्तर्गत ल्याइएको यस नियमावलीले भन्सार प्रशासनलाई प्रविधिमैत्री, पारदर्शी र व्यावसायिक बनाउने लक्ष्य राखेको छ। यस सुधारको मुख्य विशेषताका रूपमा अन्तर्राष्ट्रिय व्यापारलाई थप प्रभावकारी बनाउन वस्तु जाँचपासमा जोखिममा आधारित छनोट प्रणाली लागू गरिएको छ।
