राष्ट्रिय मानव अधिकार आयोगले सन् २०२५ सेप्टेम्बरमा भएको जेन-जी आन्दोलनका क्रममा मानव अधिकार उल्लंघन गरेको ठहर गर्दै पूर्वप्रधानमन्त्री केपी शर्मा ओली, तत्कालीन गृहमन्त्री रमेश लेखक र सञ्चारमन्त्री पृथ्वी सुब्बा गुरुङलाई जिम्मेवार ठहर्याएको छ। आयोगको प्रतिवेदनले आन्दोलनका क्रममा भएको धनजनको क्षति र बल प्रयोगका लागि राजनीतिक नेतृत्व र सुरक्षा निकायका प्रमुखहरूलाई दोषी देखाएको छ। वर्तमान कानुनमा कारबाही गर्ने स्पष्ट प्रावधान नभएकाले आवश्यक कानुन निर्माण गरी उनीहरूलाई कानुनी दायरामा ल्याउन आयोगले सरकारलाई सिफारिस गरेको छ। साथै, आयोगले नेपाल प्रहरी र सशस्त्र प्रहरी बलका तत्कालीन प्रमुखहरूलाई पनि हिंसात्मक घटनाका लागि जवाफदेही बनाएको छ।
