नेपाल नागरिक उड्डयन प्राधिकरणलाई नियामक र सेवा प्रदायक गरी दुई छुट्टाछुट्टै निकायमा विभाजन गर्न नेपाल हवाई सेवा प्राधिकरण विधेयक प्रस्ताव गरिएको छ। अन्तर्राष्ट्रिय नागरिक उड्डयन संगठनले स्वार्थको द्वन्द्व हटाउन दिएको लामो समयदेखिको सुझावपछि यो सुधार प्रक्रिया अघि बढाइएको हो। नयाँ योजना अनुसार एउटा स्वायत्त निकायले विमानस्थल निर्माण र सञ्चालन व्यवस्थापन गर्नेछ भने अर्कोले सुरक्षा नियमनमा मात्र ध्यान केन्द्रित गर्नेछ। यस कदमको उद्देश्य नेपालको हवाई पूर्वाधारलाई आधुनिक बनाउनु र अन्तर्राष्ट्रिय सुरक्षा मापदण्डहरू पालना गर्नु हो।
