काठमाडौं उपत्यका सहरी यातायात प्रणाली मास्टर प्लान कार्यान्वयनका लागि सरकारले प्रारम्भिक काम सुरु गरेको छ। काठमाडौं, ललितपुर र भक्तपुरमा ट्राफिक जाम, सडक सुरक्षा, वायु प्रदूषण र अपर्याप्त सार्वजनिक यातायात समाधान गर्ने दीर्घकालीन रणनीति यसमा समेटिएको छ। भौतिक पूर्वाधार तथा यातायात मन्त्रालयले प्रारम्भिक कागजात तयार पारेको छ भने जापान अन्तर्राष्ट्रिय सहयोग नियोग (जाइका)का विज्ञ टोलीसँग मिलेर तयार पारिएको रणनीतिक वातावरणीय मूल्यांकन प्रतिवेदनको मस्यौदा सार्वजनिक गरिएको छ। योजनामा मास ट्रान्जिट, सुरुङ र कार-मुक्त क्षेत्र प्रस्ताव गरिएको छ, जसको लक्ष्य सुरक्षित, समावेशी र दिगो यातायात प्रणाली विकास गर्नु हो।
