प्रमुख प्रतिपक्षी दल नेपाली कांग्रेसले सरकारले प्रस्तुत गरेको नयाँ नीति तथा कार्यक्रमलाई 'कर्मकाण्डी' मात्र भएको भन्दै आलोचना गरेको छ। नेता अर्जुननरसिंह केसीले उक्त दस्तावेजमा देशको वर्तमान आर्थिक चुनौतीहरू समाधान गर्ने स्पष्ट दृष्टिकोण नभएको बताउनुभयो। कांग्रेसले यो कार्यक्रमले राष्ट्रिय विकासका लागि कुनै ठोस योजना ल्याउन नसकेको भन्दै असन्तुष्टि व्यक्त गरेको छ।
